Error: 17826!

I am getting this error message periodically on Server:
Event ID: 17052
Error: 17826, Severity: 18, State: 1
2003-09-03 14:42:59.10 ods Could not set up ListenOn
connection 'Server_Name'..
Operating system error 1899., The endpoint mapper database
could not be created.
and some of my users complain about their connection to
SQL Server. If I reboot the server usually will fix the
problem for a while.
any idea how I can fix this?
